​The Chair to call the Meeting to Order.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

The Director of Corporate Services/Treasurer to present the update.

  • Motion by

    Staff Recommendation: THAT the Director of Corporate Services/Treasurer be directed to incorporate the following amendments into the draft 2023 budget:

    • amendments to be provided at the meeting.

Please refer to the “Capital Budget” section in the budget materials:

  • Community Services - The Director of Community Services to provide a brief overview of the department. The Director to then provide an overview of the following capital budgets one by one with questions from Committee in between:
    • Capital Forecasts for all divisions (pages 20-25)
    • Parks and Forestry (page 26)
    • Cemetery (page 29)
    • Facilities (page 32)
    • Transit (page 39)
  • Infrastructure and Development Services – The Director of Infrastructure and Development Services to provide a brief overview of the department. The Director to then provide an overview of the following capital budgets one by one with questions from Committee in between:
    • Roads and Traffic (page 44)
    • Storm (page 54)
    • Water (page 58)
    • Miscellaneous (page 61)
    • Sanitary (page 64)
    • Linear Infrastructure (page 72)
    • Fleet (page 80)
    • Landfill (page 103)
    • Facilities (page 105)
  • Motion by

    Staff Recommendation: THAT subject to 2023 budget approval by Council, the Action Plan for redevelopment of the Cooper Block as described in Report FIN23-008 be approved;

    THAT the CAO be authorized to proceed with the Action Plan including initiating discussions with the Ministry of Environment, Conservation and Parks (MECP);

    AND THAT the CAO report to Council in June 2023 with an update on project financial needs and expenditures for 2023 and 2024.

  • Motion by

    Staff Recommendation: THAT direction be given with respect to the draft Terms of Reference;

    AND THAT Staff be authorized to advertise for Ad Hoc Grand Trunk Renewal Committee members and to bring applications received to Council for consideration.

  • Joani Gerber, CEO, Stratford Economic Enterprise Development Corporation (SeedCo./investStratford) (operating budget pages 47/48; supporting documents page 3)
  • Police Chief, Greg Skinner, Stratford Police Services (operating budget page 172; capital budget page 130)
  • Krista Robinson, Interim CEO, Stratford Public Library (operating budget page 178; capital budget page 127)
  • Tuesday, February 7, 2023 at 5:30 p.m., location is to be determined and will be communicated on the agenda for this meeting.
